Repairs are an inevitable part of home ownership and there’s nothing quite as frustrating as not having the right tools. Cover all of their bases with a 130-piece tool set. It used to be that the moon and the stars were the brightest bulbs in the sky. But as anyone who’s flown across a city at night knows, these days, there are an awful lot of outdoor lights shining up from the ground.

Many people assume that an orange nighttime sky is just ugly, not harmful. But recently scientific studies have suggested that light pollution is more than an annoyance; it’s destroying wildlife, damaging human health and costing us a lot of extra money.

That’s why a growing number of cities and towns across the United States are drafting ordinances to try to bring the night sky back. They’re requiring that all new outdoor lighting fixtures that are installed – both commercial and residential – only shine light down onto the place that needs to be lit, not up into the atmosphere.

Known as the Dark Sky movement, these ordinances vary from town to town, but often the requirements are similar. No outdoor lighting fixtures can shine any light above a horizontal line. Instead, everything must shine down.

“We’re not saying you can’t have that aesthetic value, you just light it from the top down,” explains Johanna Duffek, Sections Coordinator with the International Dark Sky Association, a Tucson, AZ-based non-profit group that’s at the forefront of the movement.

Although the original purpose of The International Dark Sky Association was to keep the night sky pristine for astronomers, today the Dark Sky movement is gaining ground because more consumers are interested in reducing their energy usage, and when you’re not wasting light that’s going up into the sky, you can use a lower wattage bulb to achieve the same level of exterior lighting.

For example, if a homeowner used an outdoor sconce that had openings on the top and the bottom, he’d have to use a 100-watt bulb. But if he switches to a Dark Sky fixture that only allows light to shine from the bottom of the fixture, the homeowner could use a 40-watt bulb.

“It’s a more efficient use of light,” explains Tom Patterson, Director of Product Development at Hinkley Lighting, which already offers some Dark Sky light fixtures. “You can use a third of the wattage or half of the wattage and get the same amount of lumens.”

Patterson says consumer awareness of the Dark Sky movement is still very low, but he said awareness has been growing among local government leaders, and that is forcing the manufacturers to come out with more and more Dark Sky-friendly outdoor fixtures.

“Now in Arizona, in all the new construction, you’re going to have to meet the dark sky qualifications,” Patterson says. “It’s catching a little bit more momentum.” Hinkley, for example, advertises that it can make about 25 percent of its outdoor lighting fixtures Dark Sky compliant. Retailers are charged about $15 to $20 to change a regular fixture to a Dark Sky fixture.

Currently, there is no official government standard for a Dark Sky fixture, but the International Dark Sky Association has been in talks with the Department of Energy to incorporate the Dark Sky philosophy into the Energy Star program.

The International Dark Sky Association also independently evaluates fixtures from manufacturers and awards a seal of approval to all of those that meet its requirements.

So far, Duffek says the International Dark Sky Association has awarded Fixture Seals of Approval to 75 different lighting manufacturers, and while many of those have been commercial applications, Duffek says the organization is hoping to increase participation among residential lighting manufacturers.

Hubbardton Forge, for example, makes a sconce that has received the Dark Sky Fixture Seal of Approval that features a slate-colored ceramic shield around the light bulb that forces the light down. And the Minka Group has several outdoor lights with metal crowns that block the upward light.

Both Patterson and Duffek say the biggest resistance to Dark Sky fixtures isn’t coming from manufacturers but from homeowners who are afraid that less exterior lighting around their house will make them less safe.

But Duffek said homeowners need to understand that blocking light from going into the sky doesn’t mean blocking all exterior lighting. Duffek says the Dark Sky movement suggests homeowners buy outdoor lights with movement sensors that will go on if someone enters your yard, which can help alert you to danger and keep your energy usage down at the same time.

“When you keep the lighting on all the time, all you’re doing is lighting for the bad guys,” Duffek says.

Duffek says the biggest challenge now is to educate the public about the benefits of reducing light pollution and encouraging manufacturers to continue to design compliant fixtures.

“We always try to present it as a win, win, win solution,” she says.

Selecting the best electrical service professionals isn’t always an easy task. There are many available, and it can be challenging to narrow your search down to the best candidates. You might feel pressure to make a decision quickly, but doing your homework is highly recommended. Hiring the wrong electrical expert can lead to lots of frustration, as well as wasted time and money. Be sure to ask the important questions before deciding on a hire.

Even if they come with a big discount, you never want to work with electrical professionals who aren’t licensed and insured. Taking this measure will ensure your hire has proper training for the job and you won’t find yourself stuck with substandard results. Insurance is necessary as well since accidents are not always avoidable. Unforeseen damages can easily occur on the job site, and if your electrical experts aren’t insured, you could be stuck with the stress — not to mention extra costs.

It might not be enough to have a licensed and insured professional. They still might not have experience with your particular situation. Find out if they’ve dealt with jobs like yours before, and if they can offer insight that might help you finish things ahead of schedule and under budget. If they specialize in a particular area, be sure it’s related to the job you need! If it’s a big project, make sure they’ve worked on large scale contracts before adding them to your team. You don’t want your electrical professionals to get in over their heads while on the job.

It’s a bonus if the work performed is under warranty, as there is no telling what might happen down the line. If issues arise after work is complete, having electrical service professionals you can call on to address the problem is of critical importance. Beyond giving you valuable peace of mind, this can help ensure the work meets standards of safety and quality. When you consider how dangerous electrical work can be, this becomes even more important.

Electrical service professionals should be reliable enough to let you focus on other aspects of the job while they work. Seek a company that has extensive experience serving customers in your area and a proven track record for success. You can tell a lot about a company by reading online reviews and testimonials from other customers. In addition to that, any reputable electrical contractor should be open to answering any questions you may have.

1) Impeachment Trial of President Bill Clinton Begins in the Senate

A tense moment in U.S. history, Bill Clinton’s Senate impeachment trial began in January 1999. Clinton had been impeached by the House of Representatives on charges of perjury and obstruction of justice. It was only the second time in history that the House had impeached The President of the United States. The Senate trial, however, would end in acquittal.

2) Superbowl Commercials

Sure, there were a lot of interesting things about the game itself, but the commercials are what really bring us back to the 1990s. The Broncos won for the second time in a row. Depending on your football affiliations, this could be an omen or a prophecy for the game coming up soon. Also noteworthy is that in 1999 John Elway was the oldest NFL player to be named Super Bowl MVP.

3) Britney Spears Releases Debut Album

Can you imagine a world in which the name Britney Spears was met only with a “Who’s that?” That was the world of 1998. The world of 1999, in contrast, started off with a teeny bopping BANG, as Britney’s debut album was released, and her infamous single, “…Baby One More Time,” blasted to the top of the Billboard Hot 100 chart. Pop music was forever changed in January 1999.

4) Michael Jordan Announces His Retirement…Again

When the world considers you the best in the game, both physically and mentally, retiring is probably more difficult than playing ever was. So it’s understandable that Jordan, late in his career, struggled to call it quits in basketball and sports in general. In January 1999, we had to get used to the idea that watching NBA basketball would no longer entail watching Air Jordan in action.

5) Family Guy Debuts on Fox

Immediately after the Super Bowl in January 1999, Fox aired the first episode of FAMILY GUY to 22 million viewers, immediately generating controversy over its risque subject matter. Since that fateful evening, Seth MacFarlane’s animated sitcom has won 3 Emmy Awards, and FAMILY GUY has become a household name.

7) The Euro Is Introduced

Before January 1999, the word “euro” was mainly used to describe dance clubs or outlandish fashion trends. Now the euro is the second-most traded currency and the second-largest reserve currency in the world. In November 2013, the euro surpassed the U.S. dollar as having the highest combined value of banknotes and coins in circulation.

9) N’Sync Wins American Music Award for Favorite New Artist

It was the era of the boy band, and N’Sync had just displaced The Backstreet Boys as the newest teen idols. The American Music Award, based on a public poll, made it decidedly so. They stopped recording in 2002, but they have sold over 50 million albums so far, so I think they are all doing pretty well.

10) Jon Stewart Hosts His First Episode of THE DAILY SHOW

Up and coming comedian Jon Stewart starts his new job as host of Comedy Central’s THE DAILY SHOW in January 1999. One of his first guests, Michael J. Fox, claims that he has been on THE DAILY SHOW more times than Stewart. One of the central topics of the night? You got it, the Senate impeachment trial of President Bill Clinton.

12) A Ridiculously Large Cocaine Bust

The amount of cocaine captured by U.S. Customs agents in January 1999 would make Tony Montaña of SCARFACE wag his finger in disapproval. 9,500 pounds of the illegal drug were being shipped to Houston on board a cargo ship carrying iron ore when they were stopped and searched near Jamaica. Texas had never had a larger drug bust.

14) He’s Backkkk: Mike Tyson Returns to Boxing (With a Vengeance) 

Remember when Mike Tyson was a boxer? You know, before he became the comedic actor and performance artist with the face tattoo? If so, you’ll recall that Tyson had his boxing license revoked for biting a chunk out Evander Holyfield’s ear. After a two-year hiatus, Tyson returned to boxing in January 1999 in a bout with Francois Botha. Tyson started off the match a little sluggish, according to the commentators, but – oof! – check out that KO punch! Botha needed both a drink and a vacation after that one.

15) World Premiere of Music Video for Eminem’s “My Name Is”

In January 1999, the music video for Eminem’s “My Name Is” premiered, and Eminem became a superstar. The video really got people’s attention. You know how I know? BECAUSE HE IS THE BEST-SELLING ARTIST OF THE 21ST CENTURY!
